Have you got Norton Internet Security installed ?
Had the same problem, after quite a long time with
Microsoft tech support, they asked me to uninstall Norton
Internet security, which I did eventually, I then tried
to access secured sites & all was well, have reinstalled
Norton & all still seems ok.
