"PAGE CANNOT DISPLAY"-- Locked out of own system

Please be advised that an e-mail VIRUS is circulating
which locks the owner of the computer out any and all
websites, which call for a password OR which transmits
over a secure line such as https:// or FTP// lines. The
passwords are dismantled; changed; and the computer's IP
address is damaged and pointed to another IP address.
BellSouth Web-Hosting helped me understand the problem
when I could not get into my own website to upgrade it.
I received the same message "Page Cannot Display" when
trying to access my bank account online, and any other
supposedly secure site. NORTON INTERNET SECURITY
Professional edition DOES NOT PROTECT THE COMPUTER
EITHER. That is the first password, which is dismantled
and changed so that I can't even get into Norton Internet
Security to take may computer back.

The entire Registry portion of the "Boot" area has been
dismantled, and changed, and locked me out.

Please advise how I can restore this area of my computer,
and protect my computer's passwords, IP Address, and other
secure information
