Dial-up networking in xp professional

Can any one tell me how to overcome an issue with dial-up
networking in xp professional? When I try to set up a new
connection, the option for 'Connect using dial-up modem'
is shaded out. When I go in to the configuration screen
for 'services', it tells me I can't start up the required
service for dial-up networking because 'Access is
denied'... error code 5. Has any one come across this
before??
