Strange ActiveX problem

When attempting to access WindowsUpdate, I get the
message "Your security settings prohibit running ActiveX
controls on this page. ..." I have tried absolutely
everything to fix this, to no avail. Security settings
have no effect, and even completely reinstalling IE does
not solve the problem. I'm running WinXPSP1 with IE6SP1.
If anyone can offer some suggestions, I'd be extremely
happy and grateful. If more information is needed, I'll
be happy to give that also. Please use email, as I read
this newsgroup very rarely.
