Alert message - connection refused

I am suddenly unable to access all secure sites using
either Netscape or Explorer. My operating system is Windows
XP Home Edition.
When, for example, I wish to access my online bank account
or investment account (secure sites), I receive the Alert
message: The connection was refused to contact .....(URL).
Does anyone know what causes this problem and how to fix?
