Inability to access secured sites additional info

While spending hours during two days on the phone with HP
tech support, my Internet service provider tech support
and doing countless number of things I do have one thing
to add to my last post.

When you boot up in Safe mode with networking you can
access the secure sites over internet explorer but when
you do a regular boot in windows and try and access the
same secure sites then you get the same can't load the
page or site refused connection depending on if you are
under internet explorer or Netscape.

HP tech support said I have to reload windows XP which
means, as you know, reload all programs and what a time
consuming mess. My thought thank you Microsoft. Now I
hope that some tech wizard in security with Windows xp
home will tell me what I can do to prevent from having to
reload windows xp. I have service pack 1 and I also keep
updated with the critical and security updates.

PLEASE oh Please someone tell me I don't have to reload
everything.
