No Internet for Kid accounts?

My kids (5 and 3) use the computer a lot. I want to have
their user accounts prevent them from accessing the
internet. i will be moving to a cable connection that is
alway 'on', so potentially the kids could wander into
undesirable territory. My preference is to simply block
all acces at this stage, then gradually open it up as
they mature. When I set 'Program Access and Defaults' I
can deny access to internet explorer, but this seems to
be applied universally across all users.

Any ideas?
