I don't think it's a pop up!

Yes very drastic, a much simpler solution was suggested
via another usergroup. I have now resolved this. It was
a file on my pc called IEExplorer.exe. I had to remove
this whilst in safe mode as it wouldn't delete in normal
mode. Reverted back with selective start up selected in
msconfig and the pesky thing has now gone. Thanks for
all previous suggestiions
