Not necessarily.
Microsoft requires the computer manufacturer provide a method to
restore the computer to like original configuration.
Most companies furnish CDs.
Others HP for one have a hidden partition on the hard drive to be used
to restore the computer.
As long as your computer has a restore method, you have what is
required.

The companies that use the hidden partition normally have a CD you can
purchase for $10-$20, if you are in this group, buy the CD, sooner or
later you will need the CD, and if you have it, there will be no
waiting for the CD to arrive.
