Accessing Administrator

My computer (a HP Pavilion 760D)suffered a serious virus
attacked recently. As a result , many of my files including
some windows files, were corrupted. My Norton Antivirus
programme ("NA") was disabled and I have not been able to
reinstall it. One of the problems is I need to first
uninstall remnants of NA from the windows registry but I
have not been able to gain access to the registry through
the regedt command. I get an error message which says,
"access denied by administrator". I cannot open the
administrator account as when the computer was first
installed by the HP staff they did not apparently activate
the administrator code (or so I was told by my office
computer technician).
I am told I need to reinstall windows but then I discovered
in fact no windows disc came with my machine. Nor is the
Application Recovery programme referred to in the manual
installed.
Can anyone help?
