Access denied when starting rasman service

I have a new machine purchased today which is not
networked and has one user classified as administrator.
I upgraded from Windows XP Home edition to Windows XP
Professional. I then tried to configure a dial -up
connection to the internet but get a message to the
effect that dial-up networking is not installed. I found
an article which says that this message may occur if
certain services have not started. I started the
Telephony service without any problems, but when I try to
start the Remote Access Connection Manager as the Local
account I get an access denied message (error 5). Any
assistance would be greatly appreciated.
