You do not use passwords in Windows XP on files, you control access
with the profiles.
In all cases you must be using NTFS file system for there to be any
security.

Password your Administrator accounts and tightly control access to ALL
Administrator accounts including the Safe Mode Administrator.
Take precautions to not lose the password.
Any Administrator can do or undo anything any Administrator can do.
Therefore only people you thoroughly should have access to an
Administrator account.
