Problems importing "Favorites" from XP Word to IE6

When I try to import my back up copy of "My Favorites" (bookmarks) to
Internet Explorer 6 I get a message which reads "You do not have permission
to import file. Contact Administrator for permission". I am the
administrator and the only active account. How do I get permission from
administrator (which is me) to import the Favorites file?
