Applications no longer work

Anyone with cable modem Internet access.... have you
experienced this problem? Norton Antivirus and Personal
Firewall suddenly stop running, and the programs close.
The computer slows to a crawl, and based on Task Manager
reporting, the CPU runs consistently between 90% and 100%
even when the computer is seemingly doing nothing. If
you have a second hard drive, it is suddenly no longer
recognized or found on the system. And many application
programs no longer work via any shortcut or direct
command (including Antivirus and Firewall). Also,
websites normally accessible via your "favorites" list in
IE result in error messages and are not accessible.
Any ideas? I've run virus scans and security checks via
the Symantec website, and my computer shows up clean.
I'm thinking there is a problem somewhere in the Windows
setup. Help?
