How do I keep a specific user(s) from accessing the internet?

Windows XP Professional on a home network. No domain controller.
How do I keep certain users from accessing the internet, while allowing
other users? We each have our own user accounts on this PC. I think it has
to do with group policies, but I'm not sure. Please help.
