Do you have access to an Administrator account?
If NO:

Or
Reboot to Safe Mode, select Administrator, leave password blank.
Then go to User Accounts in Control Panel.
Select the user and change the password.
If you are using Windows XP Pro and have encrypted data, you may
permanently lose access to the encrypted data.

Another option is to install Windows XP on another partition and take
Ownership of your data.
You could also perform another installation on the same partition,
although this is not a permanent fix and it is recommended to perform
a Clean Installation after retrieving your data.
After this is resolved, take precautions to not lose the password.

If you have access to an Administrator account:
Loginto that account.
Then go to User Accounts in Control Panel.
Select a user, then click "Change account type".
Change son to Limited User, then password something he does not know.
Change your password and ensure either there are no other
Administrators or you have firm control of ALL Administrators.
Then reboot, tapping F8 once a second.
Choose Safe Mode at the menu.
Select Administrator.
Then go to User Accounts in Control Panel.
Password Administrator.

You must compleatly control all Administrators because Any
Administrator can do and undo anything any Administrator can do.

Also there are tools to break through this security.
You need to set down firm guidelines regarding computer use and abuse
(manipulating accounts and passwords is abuse)
People quickly get fired for that at companies every day and it should
not be tolerated at home either.
