What I was asking if you have these setting defined on the workstation or
through Group Policy

If you go into group policy from Active Directory and edit the group policy
you would go:

Computer Configuation> Administrative Templetes> Network> Offline Files

there you will find different policies you can enable or disable.

the first one is titled "Enable" if you set that policy to disabled, I
believe the network will not allow the workstations to create off-line
files.

There are other settings there as well.
