Go to your Control Panel and open >Adminstrative Tools. Expand "Services
and Applications", click on the "Services" node and find the Service named:
Internet Connection Firewall (ICF) / Internet Connection Sharing (ICS).
Right click on it and go to "Properties." When the properties window pops
up click on the "Dependancies" tab. Make sure all the services that ICF/ICS
depends on are all starting properly or are started. You can also check
your Event Viewer>System log to see if any services are not starting
properly.
