You have indicated what you cannot do.
However to help we usually need to know
what does happen (not what does not) when
you try to do ? what ?
For example, "I use start/run to fire up regedit
and it gives me "xxxxxx" message.
Have you been modifying policies settings in
the Local Security Policy ?
Have you been changing NTFS permissions in
the install partition ?
