Modem Firewalled

I cannot connect to the internet using my dial-up modem.
When I go to My Network Places and then to dial-up I get
the following: America Online-disconnected, firewalled
Lucent Win Modem and it shows a lock box on the line
between the computer and the modem. How can I get the box
unlocked
