Bottom line is, You will have to reinstall, unless you have not fully
updated the O/S and can learn of some trick to exploit and raise your
privileges.
It would more likely be a faster exercise to install a new HDD, Install a
fresh copy of your O/S, then add the Old HDD as a secondary and move your
files over this way. (you would use disk management to import the disk and
make it active)

Alternatively, if you are familiar with installs, you don't really need a
new HDD (it will be much safer though) you could just re-install windows in
place of the old copy.
