Hi,

Try the following,
Click on Start - Control Panel - Performance & Maintance -
 Admin Tools.
Double click on Settings - Scroll to Messenger - Click
Stop to stop service.
Change Startup Type to Disable.
Provided you are not connected to a network and need to
communicate with other Computers this will stop the Pop
ups.
