Scandisk will not allow Windows to load

I have experienced an issue where if a scandisk is
scheduled for the next boot, the PC will not reload
windows. Ever! Everytime the system is booted, the
scandisk utility is loaded. When completed, it just sits
at the final confirmation window. Windows will never load
in it's current configuration.

I was able to get it to work by selecting the last known
good condition from the startup menu (pressing F8 on
boot), but whenever I run scandisk, the same issue arises
again. This is a big problem. Any advice!
