[ Strange problem on CMD prompt ]

I found my XP has a strange problem when I tried to do 'ipconfig' at
CMD.EXE -- it shows 'ipconfig' is not recognized as Internal or External
command..........
I checked the 'ipconfig.exe' is exists in 'C:\WINDOWS\SYSTEM32'. If I 'cd
c:\windows\system32' and execute 'ipconfig', it works. I checked the path
variable and it shows 'path=%systemroot%\system32;%systemroot%............'
at Windows XP.
Then, I go to CMD.EXE and type 'path'; it shows
'%systemroot%\system32;%systemroot%........' ; it seems the CMD.EXE cannot
expand the %systemroot% as 'c:\windows' because I checked another XP, it
should show 'c:\windows\system32;c:\windows;........'.
What happened ? and how to solve it ?
