In those other OSs you mention this should not be
needed since the Security dialog is accessible (XP
Pro may have it enabled or disabled). This command
works with them all however. Whether you need to
use it depends on the permissions in place so you
may need to do nothing, especially in NT 4. W2k
was tightened some, but not at much as XP (which
IMO is still too loose).
