AutoComplete not retaining passwords

Is there a "switch" or toggle for XP to save passwords to
websites & programs? No matter how often we request to
save password this computer's system will not save. We
have tried all of the help files and most knowledge base
articles and recommendations!
In Control Panel-User Accounts-Manage My Network Password-
Stored Usernames & Passwords box is empty........
