As an administrator, you can view any folder on the PC,
and view files within them. You can do this with "Windows
Explorer", found in the Start menu under Accessories.
Unfortunately, this is not the full story. There are
various internet email providers who offer free
advertising-supported email accounts using only the user's
web browser. Emails sent and received are stored off of
the user's PC, on the service's own servers, with a
certain amount of space alotted to each user. Many teens
have multiple accounts on these services which they use
for various things. My own daughter has several.

The best protection is some degree of direct supervision.
Otherwise, you may find useful information on Internet
monitoring and filtering in the FAQ for this list at:

http://securityadmin.info/faq.htm

Search for the word "children" for at least one useful
entry on that list.
