Can't restart Remote Access Connection Manager -- Access Denied

I use Windows XP Pro. My Remote Access Connection Manager
service has stopped for some reason. When i try to
restart it, I get a message telling me that I cannot
restart this service on the local computer due to "Error
5: Access Denied". I tried restarting in safe mode and
even reinstalling (upgrading) Windows XP Pro. Help!? I
cannot create any new internet connections without this
service.
