Can a shared folder be shared only to certain users/IP addresses?

I have a folder that I need to share, but would like to
only allow certain users (with passwords) to access the
folder and restrict others. Is this possible?

Also, is it possible to use a netmask to specify which IP
addresses can access the shared folder?
