XP User Acct Admin Disabled

Can anyone give me a clue how to restore the Welcome
Screen? Something accidentally changed that has removed
the XP variety of the User Admin tool for controlling the
way users log in, images, etc. I cannot find out how to
restore this setting which also restores the Welcome
Screen.
