Within the Documents and Settings area there is a profile
named All Users. You would want to locate the items
there in the Desktop and the Start Menu structure, and
then copy them to the corresponding location within
your own account's profile (and any other account that
should have them available). Then, delete what was
copied so it is no longer in All Users. Do not Move
them; copy and then delete.
Finally, you would want to locate the executables
themselves, likely within Program Files, and then
change the NTFS permissions so that the Users group
does not have Read/Execute but that those account
that should have this do get a grant of it in place of
the removed grant to the Users group.
The first action, adjusting the desktop/start menu, only
makes running the application inconvenient. But the
second action, setting the NTFS permissions, actually
does control what account can run them.
