Those tools come from installing adminpak.msi which
you may search out at microsoft.com/downloads
Be aware that resetting a password will break the
account's ability to access anything it has EFS encrypted.
This is a security feature in XP, by design. Instead you
should inform your users to make password recovery
disksettes.
