At a cmd prompt when you enter
echo %path%
does the output contain C:\WINDOWS\system32\WBEM
Normally the path should begin
C:\WINDOWS\system32;C:\WINDOWS;C:\WINDOWS\system32\WBEM;
(assuming install is to C:)
You can correct this in the Properties of My Computer
by clicking Environment Variable on Advanced tab.
