Access Rights to logical disk manager

WinXP Pro SP1 plus latest patches
IDE hard disks

I replaced a couple of disks (data disks not system disk) on my XP machine
with larger ones but when I restarted the machine and logged on I found I
coud not get into disk manager to partition and format them.

I get a message

"You do not have access rights to Logical Disk Manager on XYZ"

where XYZ is the machine name

Clicking OK on that leaves me with

"Unable to connect to Logical Disk Manager service"

I have tried in Safe Mode with the same result and also tried using diskpart
from the command line on a command prompt only boot. All fail.

I tried putting the original disks back in and I can see these OK except
that they have annoyingly chnaged disk letter and once again I cannot get
into disk manager to change them back to the "correct" letters.

I searched on Microsoft site but did not find anything which seemed to help
me with tghis problem.

I have logged on both as administrator and with a user account with admin
priveleges - both fail.

The disks I swapped were attached to an onboard Highpoint IDE controller
rather than the primary IDE controllers but even with these disks
disconnected I stll can't get into disk manager.

Suggestions very welcome.

I have since managed to get the disks relettered and the new disks
partitioned and formatted using Partition Magic 8 but I still can't get into
Disk Manager or change the DVD drive letter.
