Norton AV/FW and Regedit

I just upg'd my O/S from ME to XPPro (long overdue) and I
am having a problem uninstalling/installing NAV 2003. I
have tried to change the registries per MS:
http://support.microsoft.com/?kbid=315352. The problem I
am encountered are two-fold. 1)\User Shell\Common
Administrative Tools does not exist. 2)Any changes I do
make do not save once I close it.

For NFW 2003, upon trying to reinstall it. The software
goes through the installation process, registering keys
etc...gets all the way to the end, then "rolls back" the
process. In essence uninstalling everything.

To note, I am the administrator.
Any help is appreciated.
