cookie problems

Hi, I can't log on to certain sites any more, like
hotmail, because it tells me my cookies are disabled.
No settings have been changed, and my cookies have always
been enabled, even if I lower to accept all cookies, it
still tells me cookies are disabled.
It seems to be on site where you log into, which is bad,
because most important stuff I have access to requires a
log in.
Can anyone please help?
