Frozen Taskbar after logging on.

hi.

after logging onto an account on my computer the desktop
loads up ok, but the taskbar and start menu is frozen -
when you put the mouse over it the egg timer appers. this
sometimes goes away after a few minutes and other times i
have to press Ctrl Alt Del to close explorer, then reopen
it a few times. This problem only happens after the first
logon after starting up - for example, after the problem
is away, you can log on and off without the problem
reoccuring.

Help would be greatly appreciated as this is so annoying.
