I have noticed a second Adminstrator account that has my dell service tag
appended to it. i have not checked if this is a result of some thing i did
or not such as removing my laptops Harddrive and reinstalling it. I found
these accounts listed in the Documents and Settings folder. So i guess it
would be safe to delete one ?

At a cmd prompt enter
net localgroup administrators
This lists all admin accounts on the machine, and one of
these must be used to change a limited account to admin.
You already have secured the safe mode admininstrator
account, so prehaps there is a different one you are not
aware exists.
There are a few other ways this can be done. Most have
had security bulletin patches released to plug them. Some
are simply not preventable if the person has physical
access to the machine. So, start with the obvious by
inventorying the admin accounts and making sure the
machine is up-to-date on security releases, and take it
from there.
