Can't run application in XP, insufficient rights

Summary:
Windows 2000 server SP3, using Active Directory with 5 XP-
Pro workstations sp2, everything was running fine till
server drive crashed, reinstalled server on new drive,
added all workstations to domain.

Problems are on 3 applications, these only occur loged in
as the user not as admin.

Few issues may all be related,
1-Norton Antivirus now wants me to re-register it
2-Outlook tells me I dont have sufficent rigts to open
the PST file
3-Using Office XP Pro, some of the apps are asking me for
the software key.

All of these problems occur on 4 out of 5 workstations,
the only difference I can think of is when I rejoined the
domain I was logged in as the user, put in admin login
and password when requested but I said yes when asked if
I wanted to create a local account for the user (regular
user)
The one that works I joined the domain loged in as admin
and it did not prompt me to create local account.

What have I dont to try and correct it.
User given admin rights at the PC level, no luck
User given server admin rights, no luck
User given domain admin rights, no luck

I deleted the user account and profiles under "Documents
and Settings" on the workstation, removed it from the
domain, deleted the computer from active directory and
rejoined the domain loged in as admin and this time I was
not prompted to create local user account.

Still can't use quickbooks (except run as), erro is
insufficient rights, norton still wants me to re-register
and Office Publisher wants a CD key.

Help, what did I do wrong, how can I make sure there are
no lingering user rights which are recognized and keeping
the apps from running.
