System Restore permissions are lost when joining a domain

One quirk my company (IT business) found, is that once we
join an XP computer to our domain, we lose permission to
run System Restore. This includes the network
administrators, even on their own computers! It does not
matter whether they log into the domain, or locally.
A co-worker first discovered this, last week when he was
trying to roll back because of problems he was having.
He rebuilt the PC, and it would access System Restore, up
to the minute he connected to the domain.
While troubleshooting the problem, I installed the
group policy editor. The next Monday when I fired up my
machine, the problem had disappeared. (only for me though)
Anyone else have this problem?
