'control userpasswords2' from cmd prompt within limited user account?

Simple question: In my account, member of Administrator Group, I can
run 'control userpasswords2' from cmd prompt successfully in XP
Home...no problem. When I'm logged into a Limited user account and
run 'control userpasswords2' from the cmd prompt, I'm prompted for a
user name and password from one of the Administrator accounts. This
is fine and EXPECTED. Cool. However, when I provide the correct user
name + password for one of the Administrators, I receive an error and
cannot launch user profile dialog (like I can when I run the exact
same command from within an Administrator account.
IS THIS BY DESIGN? or what am I missing?
