There is one included - it's in IIS (Internet Information Server).
Personally, as the author of a couple of third-party FTP servers (WFTPD and
WFTPD Pro), I'd say you might also want to check into whether this serves your
needs, or if you might be happier with a third-party tool instead.
Remember, Notepad may come with Windows XP, but most people have an editor or
a word processor that they bought. The tools that come with the OS are often
"tasters" for more fully featured products. For some people, and for some
purposes, they are sufficient - but that doesn't mean you won't want to look
at alternatives.
