Local Security Settings - locked out

I am unable to get into Account Policies or Local Policies, the following
message appears:

" Windows cannot open the local policy database.

An unknown error occured when attempting to open the database"

The folders also have a lock appearing on them. I have no idea why this
occured. If anyone can tell me how to 'unlock' this and/or tell me why it
happened I would be most gratefull.
