Remote access Management Service won't start

I have been running XP Pro machine on a Workgroup.
downloads from MS were up to date The machine was the
network dailup gateway..

I ran upgrade Windows XP from the original CD

The u/g connected to the Windows download site, then
proceeded to completion.

After the u/g, my dail up connection was gone and
attempting to add a new connection caused error 711 remote
access management service was not started.

Attempting to start service caused error 5 access denied

A second run of upgrade from the CD failed to connect to
windows site, but otherwise proceedede normally, but with
the same end result

prior to ug, my workgroup was "WORK1", but is now
"workgroup" on this machine.
I haven't noticed anything else amiss

This machine runs under a dual boot with Linux.

?? How do I get the Service to start so that I can
reestablish Dial up,??

?? Any ideas as to what went wrong??
