OK, here's what i tried...

I added the IWAM_machine account with no effect.
I tried to deleted everything but it would only let
delete the new one. The others were set by a higher
folder. I went up to the WWWRoot directory and deleted
everything (permissions wise) except forAdministrators
(PoppasOffice\administrators) and SYSTEM both whioch have
full control.
I then clicked ADD.
i typed in IUSR_POPPASOFFICE and clicked search users.
It changed it to: POPPASOFFICE\IUSR_POPPASOFFICE
I added it and set rights to full.
Still the same error.
I added IWAM_POPPASOFFICE and it changed it to :
POPPASOFFICE\IWAM_POPPASOFFICE
I assigned full control.
Still the same error.
Went to the DB directory and verified that i see those
groups with the expected permissions. Looks fine.
Noticed the CREATOR OWNER was on that folder after i
removed it above. Removed it successfully.
Returned to the wwwroot dir.
Removed it there. readded it and sved the setting.
It now appeared on the DB folder. Permissions on wwwroot
and DB folder are still blank.
Assumed you are correct and it can be ignored.
ASP to DB still returns this error:
Microsoft OLE DB Provider for ODBC Drivers (0x80004005)
[Microsoft][ODBC Microsoft Access Driver] The Microsoft
Jet database engine cannot open the file '(unknown)'. It
is already opened exclusively by another user, or you
need permission to view its data.
Sorry for the legnthy message but i think only details
will save me now.
