AFAIK a grant to Creator Owner is irrelevant.
The folder that contains the mdb, perhaps .\fpdb if you
are using FrontPage and storing the mdb within the web
content, needs to have a grant of modify for the accounts
that IIS will use. The folder, not just the mdb, but make
sure the grants inherit to the mdb.
Now, what accounts ? IUSR_machine if you are using
anonymous web in process, IWAM_machine if anonymous
and you use process isolation, and any account allowed to
browse the web if it is not an anonymous access web.
