Running programs with restricted local security permissions

We are trying to lock down our systems by giving all
users restricted local permissions - we don't want users
changing local settings or installing programs.

The problem we have is that there are some programs that
won't run unless the user has Power User permissions but
this defeats the point of security! On of the programs
we have trouble with is Microsoft Photo Editor - it will
not run if the user has restricted permissions.

Anyone know of a way round this
