Share permissions and NTFS permissions are separate, you
can set share permissions (such as for anonymous logon)
on a FAT32 volume also. The NTFS permissions will/can
complement the share permissions when used from a remote
machine.

Otherwise, you're 100% correct.

The regkey can also be set via gpedit.msc, there's a null
session group policy key that basically just sets this
regkey.
