Why are you locked out of it ?
Is the machine in a domain ?
If not, and you are locked out due to a policy
setting you have made within the local security
policy, then do as follows.
log in as an admin account
access the security dialog of system32\GroupPolicy
set a Deny of Full for the admin account you are using
log off and then back in as that same admin account
access the security dialog on system32\GroupPolicy and
remove the Deny that was set earlier
run the gpedit.msc and change the policies that are the
problem ones preventing you from accessing policy
