331953 Security Update fails!

Trying to install Windows Security Update 331953 failed
and causes the error message:
 
"No Updates Were Installed.
The following items failed to install. To try installing
them again, click Review and install updates, and then
click Install Now again. 331953: Security Update (Windows
XP)"

I downloaded the file and tired to install it
manually,but it also failed giving setup error:

"setup could not verify the integrity of the file
Update.inf. Make sure the Cryptographic service is
running on tihis computer"

But Cryptographic service is running! What might be the
reason why this update fails in my computer?
